Ohio Online Poker Legal Status
Current Law
Ohio gambling law is governed by the Ohio Casino Control Law (ORC Chapter 3772) and the Ohio Revised Code Chapter 2915 (Gambling offenses):
- ORC § 3772 — Authorizes four commercial casinos (Cleveland, Cincinnati, Columbus, Toledo) under a 2009 constitutional amendment. The law is limited to brick-and-mortar operations and does not authorize online gaming.
- ORC § 2915 — Gambling offenses target operators ("operating a gambling house") rather than individual players. Social gambling is explicitly exempt under § 2915.02(D).
- Sports betting — The Ohio Casino Control Commission was authorized to regulate sports betting under HB 29 (2021), which launched in January 2023 with mobile, retail, and kiosk options.
No Ohio statute addresses online poker specifically. No Ohio resident has been prosecuted for playing poker on an offshore website.
Sports Betting as a Foundation
Ohio's sports betting market launched in January 2023 and has become one of the largest in the Midwest by handle. The Ohio Casino Control Commission (OCCC) serves as regulator and has demonstrated capacity to oversee online gambling operations including geolocation, responsible gambling tools, and operator licensing.
This infrastructure could support iPoker if the legislature authorized it. However, no igaming bill has been introduced as of May 2026. Ohio's political focus has been on sports betting revenue optimization rather than gambling expansion.
Proximity to Regulated States
