The Short Answer

Kentucky does not have legal, regulated online poker. Kentucky is the horse racing capital of the US (Churchill Downs, the Kentucky Derby). The state authorized historical horse racing (HHR) machines at tracks and launched legal mobile sports betting in September 2023. No commercial casinos.

Kentucky players who want to play online poker access offshore operators. The PokerSites.org review team's top picks for Kentucky players in May 2026 are BetOnline Poker and Bovada Poker.

Kentucky Online Poker Legal Status

Current Law

Kentucky Revised Statutes Chapter 528 covers gambling offenses. KRS 230.210–230.260 governs pari-mutuel wagering and HHR machines. Sports betting was authorized under HB 551 (2023). Kentucky has no commercial casino statute. The state has taken an aggressive enforcement stance against offshore gambling operators — in 2015, the state seized 141 domain names used by offshore gambling sites. No individual player has been prosecuted.

Legislative Outlook

Kentucky's 2023 sports betting legalization was a breakthrough for a state with historically conservative gambling laws. However, commercial casinos have been debated for decades without success, and online poker is not on the legislative agenda. Most analysts do not expect iPoker before 2030.
