Hawaii Online Poker Legal Status
Current Law
Hawaii Revised Statutes Chapter 712, Part IV (Gambling Offenses) broadly prohibits gambling. § 712-1220 defines gambling; § 712-1221 makes advancing gambling a misdemeanor. There is a social gambling defense (§ 712-1231) for games in a 'social context' where no one profits other than as a player. No statute addresses online poker.
Legislative Outlook
Hawaii has the most restrictive gambling environment of any US state alongside Utah. There is no casino industry, no lottery, and strong cultural opposition to gambling expansion.
