Arizona Online Poker Legal Status
Current Law
Arizona gambling is governed primarily by tribal-state compacts under the Arizona Tribal-State Gaming Compact (2002, amended 2021) and ARS Title 5, Chapter 1 (Amusements and Sports):
- Tribal compacts — Arizona's 22 federally recognized tribes operate casinos under compacts with the state. The 2002 compact authorized slot machines and table games (including poker) at tribal properties. The 2021 amendments (HB 2772) added sports betting.
- HB 2772 (2021) — Authorized mobile and retail sports betting through both tribal operators and professional sports franchises/venues. The law explicitly limited online gambling to sports betting — online casino games and online poker are not authorized.
- ARS § 13-3301 — Arizona's gambling offenses target operators ("gambling promoters") rather than individual players. Social gambling is generally tolerated.
The 2021 compact amendment runs through 2042, creating a long-term legal framework that would need renegotiation to include online poker. This makes Arizona one of the more structurally difficult states for iPoker expansion.
The Tribal Compact Dynamic
Arizona's tribal casinos are the sole providers of brick-and-mortar casino gaming in the state (there are no commercial casinos). The tribes negotiated the 2021 compact amendment from a position of strength:
- Tribes retained exclusive rights to casino-style gaming (slots, table games, poker) at their properties
- Sports betting was shared between tribes and professional sports venues
- Online casino gaming was explicitly carved out — tribes did not want to cannibalize their land-based revenue
For online poker to become legal in Arizona, the tribes would need to agree to it — either through a compact amendment or through a new tribal-led initiative. The 2042 compact expiration date means there is no natural reopening point in the near term.

Arizona shares a border with Nevada, and many Arizona poker players (particularly from the Phoenix metropolitan area) travel to Las Vegas for live poker.
